Either you have monster hands or that is a small fella.
Was he breathing fast before you touched him? Usually low oxygen or stress causes rapid breathing. I have a Sochting Oxydator in my tank from the recomendations off a famouse Seahorse site. It converts hydrogen peroxide into oxygen and pure water.
His belly is big I must agree. So long as he is eating well and staying upright all looks good. The boys do tend to hang around more especially if pregnant.

he is about 3 inch head to tail he started breathing fast after i grab him he still is breating faster than the rest and heats as much as the rest but the belly only growing a bit if any

3 inches would make him only half grown, yet you are sure this one has eggs? I am no expert (still learning about horses myself) but I would have thought him not mature enough yet - you live and learn.
What I do know is pregnancy will not make him buoyant so all is on track if he still eats and moves ok.
Can you get an airline or two into the tank (no airstone though) for him?

i spoke to the sea horse shop and he said they are mature at 4 months old to get pregnant they breed a lot of them
why no air stone
got up this morn his breathing has calmed down to normal he swimms eats as the rest but its like he is sulking

Bigger bubbles are better for them. Tiny/micro bubbles can irritate them (as well as corals and inverts) and the males can get air trapped in their pouch (not a pleasant experience).
Most horse keepers I know of either use an airline or two or an Oxydator for extra O2 / gas exchange.

his belly seems to have grown bigger today not that much but it has gone bigger yes rona the are a worry i dont seem to worry about my fish but the horse are differant ive got a air stone in that give big bubbles do u think i should take it out

If you are happy the bubbles are large, then ok, it is your call Nick.
I know what you mean, the fish seem to look after themselves, but the horses, they just panic me at times!
